SPLANG: CONNECTED, INNOVATIVE AND INCLUSIVE GUYANA
The Local Public Corporation for the Digital Development of Guyana (SPLANG) plays a crucial role in the digital development of Guyana.
Founded in 2013 by the Territorial Collectivity of Guyana (CTG) and the Urban Community of the Center Littoral (CACL), and joined in 2019 by Saint-Laurent-du-Maroni, SPLANG manages the digital infrastructure of the territory.
It works to make essential digital services accessible (internet, teleworking, e-administration) in the coastal areas and the interior of Guyana, thus contributing to digital opening up and the inclusion of Guyana in the global economy.

SPLANG and connectivity in rural areas
SPLANG provides various internet access offers to meet the specific needs of isolated areas. With its SPLANG VSAT offer, it allows users far from urban centers to benefit from a stable and efficient connection. This offering is an alternative solution when other technologies are not available, providing crucial access for economic and social development in remote areas of Guyana.
SPLANG supports digital inclusion for all
For SPLANG, digital inclusion is a priority. In 2023, she contributed to revising the Strategic Plan of Uses for CTG, structured around three axes: sovereignty, resilience and sobriety. These areas aim to promote digital inclusion, prepare society for the digital services of tomorrow and strengthen the performance and resilience of the territory. This ambitious strategy will allow all Guyanese citizens to access the benefits of digital technology, while supporting sustainable and equitable economic development.
OUR ACTION PROJECTS
lum@link submarine cable project, a connected future for Guyana
In 2026, SPLANG will inaugurate the lum@link submarine cable directly linking Guyana to Europe and Brazil. This ambitious project, funded by Europe and the CTG to the tune of 68 million euros, will guarantee a high-quality connection for decades to come. The cable will facilitate the reduction of connection costs, network redundancy, and will help position Guyana at the crossroads of international communications, strengthening the digital sovereignty of the territory.
Long-term issues
With the Lum@link cable, Guyana is taking a key step in integrating into the global digital economy. This visionary project will make the region a model of modern infrastructure in Latin America, ready to support digital transformation for decades.
OUR MAIN CHALLENGES
DEVELOP DIGITAL INFRASTRUCTURE IN GUYANA
The first mission of SPLANG is to develop and modernize the digital infrastructure throughout Guyanese territory. By investing in cutting-edge technologies and installing reliable telecommunications networks, SPLANG guarantees wider and faster access to the Internet, including in the most remote areas of the region. Thanks to these infrastructures, residents and businesses benefit from a stable and efficient connection, essential for modern telecommunications and online services. This mission aims to reduce regional disparities, enabling every Guyanese to fully participate in the digital age.

PROMOTE DIGITAL INCLUSION AND INTERNET ACCESSIBILITY
SPLANG is also committed to promoting digital inclusion by facilitating access to Internet services and technological tools for the entire population. This mission is crucial so that all Guyanese, regardless of their place of residence, can access essential services such as e-administration, teleworking and e-education. By deploying appropriate technologies and robust telecommunications networks, SPLANG ensures that connectivity and access to the Internet become a reality for every household, contributing to social inclusion and bridging the digital divide.
POSITIONING GUYANA AS A TECHNOLOGY HUB IN SOUTH AMERICA
SPLANG is working to ensure that Guyana becomes a strategic crossroads for telecommunications and digital exchanges in South America. In partnership with local and international players, SPLANG is developing innovative projects, such as the Lum@link submarine cable, which will directly connect Guyana to Europe and Brazil. This project strengthens Guyana’s place in global networks, thus attracting new economic and technological opportunities for the territory. With a modern and efficient digital network, SPLANG puts technology at the service of Guyanese economic development and digital sovereignty, transforming the region into an attractive hub for telecommunications and innovation.
